Why Manteo Has Dare County's Highest Town Tax Rate, and What It Actually Means for Buyers

On Roanoke Island, two houses can sell for the same price and carry property tax bills about $900 apart. The difference comes down to which side of the Manteo town limit each one sits on.

For the 2026 tax year, property inside the Town of Manteo pays a combined base rate of 54.61 cents per $100 of assessed value. That breaks down to 28.29 cents for the town and 26.32 cents for Dare County. It's the highest combined base rate of any district on Dare County's 2026 tax schedule. Property on the same island but outside town limits, in the district the county labels "Manteo Outside," pays 38 cents.

Many buyers see "highest rate in the county" on a comparison sheet and cross Manteo off the list. That's a mistake. Manteo collects a small slice of Dare County's vacation rental tax, which leaves more of its budget to property owners, and at the prices Roanoke Island homes actually sell for, the dollar amount on the bill tells a different story than the rate.

Same Island, Two Tax Districts

The gap between Manteo Town and Manteo Outside is 16.61 cents per $100. Outside town limits, though, the county adds some of its own levies, so the two bills cover different things.

Component, 2026 tax year Manteo Town Manteo Outside
Town rate 28.29¢ None
Dare County rate 26.32¢ 26.32¢
County fire levy None 3.26¢
County sanitation levy None 8.42¢
Combined base rate 54.61¢ 38.00¢

Inside town limits, the Town of Manteo runs a whole utility operation. Its water and sewer department maintains the water distribution system, the sewer collection network and a wastewater treatment plant. The plant treats about 300,000 gallons a day through more than 20 miles of collection lines and 11 lift stations. Town public works handles trash, with curbside pickup twice a week for residences. A town ordinance requires homes and businesses inside the limits to connect to the town water system. The town's current fee schedule lists a 4-inch sewer tap at $4,800 and a 6-inch tap at $5,410.

The town line has decided bigger questions than a tax bill. The Outer Banks Voice reported in 2021 that a proposal to annex the county-owned Bowsertown property so it could get town sewer failed amid concerns about Manteo's sewer capacity and the needs of existing town lot owners. The same land came back up in 2026 as a possible first project for the Dare County Housing Foundation. Town minutes note that Manteo's sewer connection requirements would apply if a project ends up inside town limits.

So on Roanoke Island, the rate goes with a whole package of services. The bigger question is why the town's share of that package costs more than it does in Nags Head or Duck.

The Rental Tax Follows the Tax Bill, Not the Rentals

Dare County charges a 6% occupancy tax on vacation rentals. Half of that, a 3% slice, is split by a formula in place since 1985. Two-thirds of that slice goes to the county's six towns and one-third goes to the county. Dare County's occupancy tax page explains how the towns' share is divided:

"Distributed in proportion to the amount of ad valorem tax levied by each Town for the preceding fiscal year"

Under this formula, the money doesn't follow where visitors sleep. It follows how much property tax each town levied the year before. A town with a large levy gets a large share, whether or not its own rentals produced the revenue. Under Dare County's land transfer tax rules, 35% of proceeds goes to the same six towns on the same levy-based formula.

Manteo's base is small. The town's FY 2026-27 budget message estimates each cent of its tax rate brings in $103,427, which points to roughly $1.03 billion in taxable property. In FY 2024-25, the county's published occupancy tax distributions sent this much to each town:

  1. Nags Head: $4,694,231
  2. Kill Devil Hills: $4,530,053
  3. Duck: $2,032,307
  4. Kitty Hawk: $2,029,119
  5. Southern Shores: $1,710,326
  6. Manteo: $943,628

Rental activity on Roanoke Island is also a fraction of the beach towns'. Island Free Press reported that Manteo's August 2026 lodging sales were $1.86 million, down 7.55% from a year earlier. Nags Head reported $44.66 million for the same month. Over June through August 2026, Roanoke Island and the mainland together brought in $11.24 million in lodging sales. The beach communities from Duck to Oregon Inlet brought in $375.91 million. These figures are gross rental sales, not tax collections. They still show the scale. A beach town's budget gets substantial support from visitors. Manteo's general fund relies more on the people who own property in town.

What the 3-Cent Increase Shows

The 2025 Dare County revaluation pushed assessed values up, and every town had to reset its rate. In his FY 2025-26 budget message, Manteo Town Manager Kevin Brinkley put Manteo's revenue-neutral rate at 25.29 cents, down from 34.55 cents in FY 2024-25.

For FY 2026-27, Brinkley's May 6, 2026 budget message recommended 28.29 cents, a 3-cent increase. That's the rate on the county's 2026 schedule. The same message projects the town's shared revenues, meaning sales, occupancy and land transfer taxes, at $2,013,647. That's $175,306 below the FY 2025-26 budget. At $103,427 per cent, the 3 cents brings in about $310,000. That covers the drop in shared revenue with some left over. The budget also includes a 5% cost-of-living adjustment for staff, two police vehicles, a $269,100 fire protection contract, and ongoing streetscape, park and infrastructure work.

The formula also works the other way. Because the occupancy split follows the prior year's levy, a higher levy this year should mean a somewhat larger share of the rental tax next year.

For one homeowner, the increase is modest. On a $545,000 assessment, 3 cents per $100 adds about $164 a year.

What the Bill Looks Like at Real Prices

A rate means little until you apply it to a price. Island Free Press's September market report puts the Roanoke Island median for detached single-family homes at $545,000 through September 2026, down 2.2% from a year earlier, on 57 sales. That area figure covers more than the town itself. Year-to-date medians in the beach towns run much higher.

The table applies each district's 2026 combined base rate to its year-to-date median through September 2026. These are illustrative numbers built from medians, not a quote for any particular property. Assessed value and sale price aren't the same thing.

Area Median, YTD through Sept. 2026 2026 combined base rate Illustrative annual bill
Roanoke Island, inside Manteo $545,000 54.61¢ about $2,976
Roanoke Island, Manteo Outside $545,000 38.00¢ about $2,071
Kill Devil Hills $629,500 54.32¢ about $3,419
Southern Shores $807,500 45.12¢ about $3,643
Kitty Hawk $760,000 49.82¢ about $3,786
Nags Head $831,000 49.52¢ about $4,115
Duck $1,050,000 44.32¢ about $4,654

The beach-town figures are a floor. Most beach towns add municipal service districts that pay for beach nourishment, and some of those are large. In 2026 the Kill Devil Hills district adds 16.38 cents, Duck's District B adds 18.90 cents, and Nags Head's District 1 adds 9 cents. At the Kill Devil Hills median, that district would raise the illustrative bill by about $1,031, to roughly $4,450. Manteo has no beach nourishment district on the schedule.

For a buyer comparing towns, the right number is rate times price, plus whatever districts apply to that particular parcel. At typical Roanoke Island prices, the highest base rate in the county produces the lowest bill in this comparison. On the island itself, the biggest variable is the town line, worth about $905 a year at the median.

Checking a Specific Property

  • Find the parcel's tax district. A Manteo mailing address doesn't mean the parcel is inside town limits. The district code on the county tax record will show either Manteo Town or Manteo Outside.
  • Check for special district levies. If you're comparing a Manteo home with a beach town home, see whether the beach parcel sits in a beach nourishment district and at what rate.
  • Ask how the property gets water and sewer. Inside town, Manteo runs both. Outside town, ask what serves the property. The Dare County water rate schedule, effective July 1, 2026, starts at a $49.80 quarterly base charge for a ¾-inch meter, which includes 3,000 gallons.
  • Read the budget before a rate change, not after. Manteo posts its recommended budget each May, and the hearing comes later that month. For FY 2026-27, the hearing was expected May 20, 2026.

Frequently Asked Questions

Is Manteo's rate likely to keep going up? No one can predict future rates. Each year's rate is set in the town's annual budget. The FY 2026-27 increase came in a year when the town projected its shared revenues to fall by $175,306.

Does a vacation rental in Manteo send occupancy tax to Manteo? The rental's guests pay the county's 6% occupancy tax. The towns' portion of the 3% slice is then divided by each town's prior-year property tax levy, not by where the rental is.

Is the Roanoke Island median the same as a Manteo median? No. The September 2026 report gives a Roanoke Island area figure that includes property outside the Town of Manteo.
